As a consortium leader, Human Dynamics has been engaged to supply technical advice to assist the management of energy resources and aid sustainable development in Turkmenistan, in line with Turkmenistan's long-term economic growth objectives; and to increase awareness of EU expertise and applied approaches to dealing with these issues. Special attention is being directed to counteracting the negative economic, social and environmental impact of the inefficient use of energy resources. Our team are also working to contribute to the implementation of the May 2008 EU-Turkmenistan Memorandum of Understanding and Cooperation in the field of energy.
Our team are working to achieve the following main results: the Government of Turkmenistan are able to identify and select the most relevant elements of EU approaches toward efficient management of energy resources for their policy design needs (incl. EE/RES); awareness is raised at government and society levels on sustainable development; Turkmen authorities attain the capacity to develop, implement and monitor programmes implementing policy directions regarding sustainable development and the rational use of the country's energy resources based on best international practice; the authorities have the capacity to develop an action plan for long-term market-oriented reforms in the sectors of energy (hydrocarbons, renewable energy sources and energy efficiency), based on sound and sustainable economic rationale and financial incentives; and gradual implementation of the relevant DCI-compatible elements of the EU–Turkmenistan Memorandum of Understanding.
