Human Dynamics is leading an international consortium to supply specialist technical assistance to implement the PSPPD II Learning Facility together with the South African Presidency.
South Africa, operating through its Medium-Term Strategic Framework (2014-2019), has been working to improve the living conditions of South Africans, with the aim to halve poverty and unemployment, while aligning outcomes with the Millennium Development Goals (MDG). To support South Africa's transformation agenda, the Presidency has developed the Programme to Support Pro-poor Policy Development (PSPPD).
PSPPD is an EU-funded research and capacity building programme, which promotes the use of research and other evidence in policy interventions that address poverty and inequality. PSPPD II (2012–2017) seeks to improve and consolidate evidence-based policy-making and implementation at national and provincial levels: i.e. to assist policy-makers and researchers in systematically harnessing the best available evidence in order to make informed policy choices and improve the implementation of interventions to support these policies. PSPPD II has three integral components: Learning Facility, Research Support, and Institutional Support.
The PSPPD Learning Facility (established in 2014) seeks to develop the awareness and skills of policy-makers and researchers and to strengthen institutions around evidence-based policy-making. The ultimate aim is to transform knowledge around pro-poor policy and projects into a state capability. The Learning Facility therefore aims to build a bridge between policy-makers and researchers by creating platforms for engagement, knowledge production and sharing, and accessibility of research, while building capacity of both parties.
Correspondingly, our team of experts are working to help improve knowledege generation and management; enhance civil society participation; build capacity so as to increase research uptake, access and application; and develop mechanisms for government such that embed the linkage between research, monitoring and evaluation and policy-making.
The scope of the Learning Facility is to systematically review the knowledge base and generate an integrated knowledge management architecture that captures, shares, disseminates, stores, enables access and improves knowledge application practices over time and in tandem with the evolution of the PSPPD Programme.
