Gender issues have been considered systematically in Mozambique since independence in 1975. In 1995, Mozambique adopted the Beijing Declaration and Platform for Action. Since, to promote gender equality and advance women, Mozambique has developed a well-articulated institutional and legal framework. Notably, the National Council for Advancement of Women and Ministry of Women and Social Action were created in 2004; the 2004 Constitution explicitly recognised gender equality; and, in 2006 the Council of Ministers adopted Mozambique's Gender Policy and its Implementation Strategy.
In this context, Human Dynamics has been engaged to review and analyse the status of empowerment and equality of women and girls in Mozambique. Following study results, our team will identify practical and operational recommendations for evaluation of the existing national Gender Strategy and for actions to overcome the challenges identified and follow up on the agenda to advance empowerment and equality in the country.
Our team of Experts will deliver: (1) Analysis of the situation of gender equality in Mozambique, using an integrated framework of analysis (macro-meso-micro); (2) Analysis and assessment of the legal and political framework for gender equality and identification of constraints and opportunities for the advancement of women and girls; and (3) Gender Profile report including operational methodology description and analysis, including recommendations for priority areas and actions (short-term and medium-term) involving the main actors: civil society, the Government of Mozambique (Ministry of Economy and Finance, National Institute of Statistics, etc.), and bilateral/multilateral partners.
Ultimately, this work will provide the foundation for an action plan to be developed at a future stage by the Ministry of Gender, Children and Social Welfare, such that can count on support from the EU and other development partners.
