The EU-funded project “Technical Assistance for the Institutional Capacity Building for the Civil Aviation Sector in India” was launched in March 2010 to help ensure a safe, secure and sustainable aviation environment in India through: good governance; implementation of international civil aviation standards; harmonisation with EU standards and cooperation with European aviation authorities, agencies and key stakeholders; and policy support. This allowed for India’s Aviation policy to move in the right direction at a critical time for the sector.
During implementation, the Human Dynamics led consortium — with partners Helios Consulting (UK), AAM Management Information Consulting Ltd (HU) and the Centre for Asia Pacific Aviation India (IN) — worked with the Indian Ministry of Civil Aviation and the Directorate General of Civil Aviation (DGCA), the Air Traffic Service provider and Airport Authority, the Bureau of Aviation Security, European aviation authorities/agencies and a range of relevant stakeholders.
The Project assisted India’s Ministry of Civil Aviation and the Directorate General of Civil Aviation (DGCA) in driving the implementation of a range of key reforms to the sector. The project fostered important structural changes within the DGCA, drafted needed updates to the Civil Aviation Act, undertook important training in key organisations, and converged Indian policies with international best practice for aviation and environmental policy.
Achievement highlights include a number of ‘firsts’ for Indian Aviation: India’s first ever State Safety Programme; India’s first aviation carbon footprint study; New Delhi International Airport’s first noise study; Draft legislation for India’s first Civil Aviation Authority, and India's first Draft Civil Aviation Act since 1934.

We are proud with our project’s achievements, in particular as they have been ground-breaking for EU in this area and part of the world.
India has taken important steps in the field of aviation and climate change. This is evident from the effective airline initiatives on fuel efficiency and fleet renewal, the participation of three airports in [the] Airport Carbon Accreditation [scheme], and the development of ‘The Carbon Footprint of Indian Aviation’ report by the DGCA [through the ICCA project].
