Under this contract, Human Dynamics is supplying technical assistance to support, strengthen and assist the development of the Constitutional Court of Georgia (CCG).
The CCG was established in 1996. As the supreme judicial authority, the CCG has responsibility for: constitutional review, securing the separation of powers, adjudicating upon complaints challenging constitutionality of laws, treaties, by-laws and regulations vis-à-vis the basic principles of the Constitution of Georgia, as well as fundamental rights and freedoms enshrined therein and in international acts.
While pre-existing legislation hampers the CCG’s efficiency and effectiveness, our team of experts are working with the CCG to develop initiatives to address the various legislative gaps. This includes drafting amendments to develop a legislative environment that will allow the CCG to optimise its performance.
In order to strengthen CCG’s capacities, a careful plan has been developed to work with the core of the organisation — its staff. This has included a focus on the institutional weaknesses and improving the professional development of judges and staff.
Another major element includes aspects related to publicity to raise public awareness of the role of the CCG. This is built on the firm belief that understanding among civil society of the value of the CCG's role will assist the institution in retaining its independence from the political process.
