The overall objective of the Education for Employability (E4E) Budget Support Sector Reform Programme of which this contract will be a part is “more inclusive, equitable and quality education and employment prospects for South African youth”.
The specific objectives/outcomes of the programme are:
To attain the above-mentioned specific objectives, the action has been designed to support the Government of South Africa in the following result/output areas:
Three national departments collaborate in implementing the E4E programme: (i) Department of Basic Education (DBE) with responsibility for Grade R to 12; (ii) Department of Higher Education and Training (DHET) with responsibility for all post-secondary education and training, including TVET colleges and the Sector Education and Training Authorities (SETAs); and (iii) Department of Employment and Labour (DoL), responsible for the public employment services.
The purpose of this project is to provide Technical Assistance (TA) to support the National Treasury and three key implementing government departments (Department of Basic Education; Department of Higher Education and Training; and the Department of Employment and Labour) in the design, administration and implementation of the Education for Employability (E4E) Budget Support Sector Reform Programme. This contract will contribute to the institutional strengthening of the three sector departments through provision of technical support and capacity building interventions to enable the achievement of the overall objective of the E4E Programme.
The programme is expected to support government’s efforts in improving the quality of basic education, vocational training and job placement services from early childhood, through teenage years until the acquisition of skills needed for the world-of-work.
