The proposed service contract will provide support to the relevant authorities in respect of the Civil Aviation Sector. To that end, support will be provided in respect of the separation of airport management and air navigation services (ANS), by conducting an in-depth study that will inform policy and decision makers as to whether to separate or not, creation of business plans, capacity building in airport operations management in accordance with international best practice as well as development of an ANS master plan. The technical assistance will also aid in the development of a National Training Plan, capacity building and Quality Control Programmes in collaboration with the appropriate national bodies. In addition, through this service contract support will be provided for the development of legislation to enhance competition within the sector.
The service contract will also provide assistance in the procurement of specialist training equipment and will provide expertise to assist in the implementation of a Programme Estimate on behalf of the National Authorities.
The proposed service contract entails supporting the Civil Aviation Sector through long-term expertise to assist key sector institutions and the management of a pool of short-term experts to deliver on a wide range of related topics.
