The overall objective of the project is to contribute to the building of the capacity of Iraq institutions with a view to establishing a modern Iraqi administration based on the principles of democracy, good governance and accountability.
The project is designed to improve overall capacity of the Council of Representatives (COR) in line with the main objectives of the European Union's (EU) Framework for Engagement with Iraq with a view to contributing to (1) a secure, stable and democratic Iraq, (2) an open, sustainable and diversified Iraqi market economy, (3) an Iraq at peace with its neighbours and integrated into the international community.
In particular, the project aims to strengthen the institutional capacities of the Council of Representatives' Secretariat. Specific emphasis will be put on building the CoR staff capacity, taking into consideration the existing CoR staff competency and ability. This will be achieved by strengthening institutional capacity for the management of CoR human resources, for instance through systematic assessments of competencies and training needs, through the development of a comprehensive human resources strategy covering essential aspects such as recruitment, performance evaluation, career development, and training management.
Specifically, the project aims to produce results in three key areas:
1. Improved capacities in the CoR HR/Training Unit.
2. Skills development relevant to the needs of the Secretariat and General Directorates.
3. Skills development relevant to the needs identified by Directors General of priority directorates.
