Diagnostic Evaluation for increasing Private Sector Participation in the Cairo Metro

The objective of this study was to review the strategy of the Government of Egypt (GOE) for the Cairo Metro and its plans for private sector participation (PSP) in the metro, identify key issues and constraints to attracting PSP, and to provide an action plan to encourage private investment and management of metro assets.

The following objectives were achieved:

• The current position and strategic and financial status of the Cairo Metro;
• Consideration and evaluation of the Government of Egypt’s strategy for the Cairo Metro;
• Plan of action for increasing private sector participation;
• Suggestion of appropriate investments for potential private sector partnership and public sector financing.
