Strengthening the Administrative Capacities for Conservation and Monitoring of Biodiversity and Natural Heritage
The overall objective of the project of which this contract will be a part is to contribute to the sustainable environmental management, through strengthening the administrative capacities in the field of nature protection.
The purpose of this contract is as follows: Strengthening the administrative capacities on central and local level for implementation of nature protection legislation, in particular requirements of the Birds directive (2009/147/EC) and Habitats directive (92/43/EEC).
Position: Key Expert 1 - Team Leader / Nature Protection Expert
Duration of the assignment: min 200 work days over 24 months
Requirements
Qualifications and skills:
- At least university degree in Natural Sciences (Biology, Forestry and Nature Protection), Environmental Science or equivalent educational background in area relevant to the assignment
General professional experience:
- Minimum 10 years of general professional experience in the environmental field
Specific professional experience:
- Minimum 5 years of experience in the field of implementation of nature protection legislation, applying the requirements of the acquis regarding the obligations from the Birds (ex 79/409/EEC, 2009/147/EC) and Habitats (92/43/EEC) Directives
- Experience in managing of at least 1 institution building project for implementation of the requirements of the Birds and Habitats Directives
Position: Key Expert 2 - Legal Expert
Duration of the assignment: min 200 work days over 24 months
Key expert 2 will be responsible for performing the following activities: performing compliance checks assessment with recommendations for revision of the law and all relevant national documents regarding Nature; drafting text of the Amendments to the Law on Nature Protection accompanied with Table of Concordance; preparation of implementing legislation related to nature protection with Table of Concordance; coordination and insuring the development of Manuals for exchanging and dissemination of biodiversity data. Performing of these activities is not exclusive.
Requirements
Qualifications and skills:
- At least university degree in law
General professional experience:
- Minimum 7 years of professional experience in law
Specific professional experience:
- Minimum 2 years of experience in compliance check and assessment in environmental legislation for alignment with the acquis
- Minimum experience in 2 projects with duration of at least 6 months in drafting of nature protection legislation aligned with the environmental acquis
Position: Key Expert 3 - Administrative Capacity and Stakeholders Involvement Expert
Duration of the assignment: min 250 work days over 24 months
Key expert 3 will be responsible for performing the following activities: development of Plan for strengthening the administrative capacity to implement the obligations from nature protection legislation; preparation of long term training plan; preparation and realisation of short term training plan; preparation of stakeholder involvement guide; preparation of stakeholder involvement plan; coordination and insuring the organisation of the workshops; development of a plan for establishment of a sustainable mechanism for improvement the coordination; coordination and insuring the development of Public information and consultation programme; coordination and insuring the preparation of brochures, leaflets, CDs or web presentations. Performing of these activities is not exclusive.
Requirements
Qualifications and skills:
- At least university degree in Environmental Science, Business Administration, Social sciences or equivalent educational background in area relevant to the expertise
General professional experience:
- Minimum 7 years of general professional experience in working with authorities, NGOs, professional bodies and associations in environmental field
Specific professional experience:
- Minimum 3 years of experience in assessment and preparation of plans for administrative capacity for implementation of environmental acquis;
- Minimum 2 years of experience in preparation and implementation of stakeholdersā involvement plan for public administration, civil society organisations in nature protection field
Position: Key Expert 4 - Expert in Protected Areas Planning
Duration of the assignment: min 250 work days over 24 months
Key Expert 4 will be responsible for performing the following activities: development of final draft proposal Studies for valorisation of nature values and final draft proposal Management plans for selected Pilot Protected Areas, development of pilot biodiversity monitoring systems for two selected Pilot Protected Areas; coordination and insuring the organisation and delivering training of central and local staff for the implementation of the monitoring programme delivered; coordination and insuring digitalisation of monitoring data in GIS; giving assistance during the implementation of Pilot exercises for monitoring of the selected pilot areas. Performing of these activities is not exclusive.
