Implementation of Twinning, TAIEX and SIGMA operations (ITTSO) in Azerbaijan II
The overall objective of the project is to support the capacity of Azerbaijan to make the best use of EU assistance and in particular of the Institutional Twinning, TAIEX and SIGMA instruments.
Specific objectives:
- To improve the use of Twinning, TAIEX and SIGMA instruments in Azerbaijan, both in quality and quantity;
- To support the Programme Administration Office (PAO), line ministries and other public bodies to acquire the capacity to manage Twinning, TAIEX and SIGMA instruments on their own;
- To increase awareness within the Government of Azerbaijan on EU assistance in the form of Twinning, TAIEX and SIGMA instruments in the framework of the PCA and future AA;
- To support long-term sustainability of the PAO.
Results to be achieved:
- Steady increase in the number of TAIEX, SIGMA and Twinning projects;
- The Azerbaijani Government including PAO, line ministries and other public bodies receive sufficient information and support on successful identification, preparation and implementation of Twinning projects, TAIEX and SIGMA events;
- Awareness increased in the use of the instruments and in the achievements of the EU cooperation towards Azerbaijan;
- Increased capacity of PAO to operate on its own.
Key Expert 1 - Team Leader / Public Administration Reform Specialist
Duration of the project: 24 months
Requirements
Qualifications and skills
- Post-Graduate university degree or equivalent experience
- Proven hands on Project management skills
- Proven fluency in oral and written English
General professional experience
- 10 years of experience in institutional assessment and capacity development
- Experience at senior levels of development of assistance programmes and of provision of policy advice;
- Good knowledge and proven experience of EU procurement rules and procedures
- Proven record in the management of human and logistic support resources and corresponding financial resources (transport, office facilities, information and communication provisions)
- Proven track-record of negotiating with and managing at senior levels
Specific professional experience
- 5 years of international experience as consultant/technical adviser in policy advice projects in transition countries (preferably CARDS or CIS region)
- Previous experience as Project Team Leader
- Good knowledge of Project Cycle Management, programming and decision-making processes of the EU support programmes
- Experience and knowledge of the Twinning, Taiex and Sigma instruments and procedures
- Knowledge of Russian and/or Azerbaijani will be considered as an asset
Key Expert 2 - Deputy Co-ordinator

- University degree in a relevant discipline
- Proven fluency in oral and written English
- Fluent in Azerbaijani language
General professional experience
- At least 7 years of relevant professional experience
Specific professional experience
- Proven record of managing human and logistic support resources
- Minimum 3 years of experience in the implementation of EU funded projects
- Experience in working with Azerbaijani government structures would be considered an asset
- Good knowledge of the Azerbaijani government institutions
- Knowledge of the programming and decision-making processes of EU support programmes
- Good knowledge and experience of EU procurement rules and procedures
- Experience and knowledge of the Twinning, Taiex and Sigma instruments and procedures would be considered an asset
Key Experts 3 & 4 - Operations Experts

- University degree or equivalent in Economics or in another relevant discipline
- Proven fluency in oral and written English
- Fluent in Azerbaijani language
General professional experience
- Minimum 5 years of relevant professional experience
Specific professional experience
- Minimum 3 years of experience in technical assistance projects advising/coordination
- Knowledge of the programming and decision-making processes of EU support programmes would be an asset
- Good knowledge and experience of EU procurement rules and procedures
- Experience and knowledge of the Twinning, Taiex and Sigma instruments and procedures would be an asset
