Project Description: 

The purpose of the project is to provide technical assistance and policy advice to various stakeholders in Turkmenistan to develop human resources and related policies through analysing current and future skills needs in the selected economic sectors, developing new standards, curricula and training programmes, creating a basis for VET qualifications, establishing relevant quality procedures for the VET system and facilitating the development of policy options aimed at widening equal access to VET and lifelong learning.

The project will consist of four components:
- Component I - VET Planning and Strategy
- Component II - VET Content
- Component III - VET Teacher and School Management Training
- Component IV - VET Quality Assurance System

Position: Key Expert 1 - Team Leader

Duration of the assignment: min 600 work days over 36 months

 

Requirements:

Qualifications and skills:

- Master degree in Social Sciences (with preferably a specialization in education) or equivalent by experience.

- Excellent management, negotiation, advocacy and organisational skills

- Excellent leadership, communication, team building and facilitation skills

- Policy development and strategic planning skills

- Fluent English language skills, proficiency in Russian or Turkmen will be an asset

 

General professional experience:

- At least 10 years relevant experience in international project teams - preferably as a team leader; experience in CIS countries would be an asset

- Demonstrated experience in managing processes aiming at capacity and institution building

- Proven coaching skills and ability to transfer knowledge to multiple stakeholders

 

Specific professional experience:

- Experience in vocational education and training policy development and implementation

- Experience in VET governance and planning

 

Position: Key Expert 2 - VET Qualifications Expert

Duration of the assignment: min 450 work days over 36 months

 

Requirements:

Qualifications and skills:

- University degree in Social Sciences (with preferably a post graduate degree in education) or equivalent by experience

- Excellent communication, team building and facilitation skills

- Good English language skills, command of Russian or of Turkmen would be an asset

 

General professional experience:

- At least 5 years experience in international project teams; experience in CIS countries would be an asset

- Experience in curriculum development including methodologies for curriculum review, analysis of teaching and learning aids, classifiers and standards, assessment and quality of education.

 

Specific professional experience:

- At least 5 years experience in designing VET qualifications incl. occupational and qualification profiles and VET curriculum and/or standard development methodologies

- At least 5 years in developing quality assurance mechanisms and procedures in VET
