Project Description: 

The overall objective of the project is to introduce efficient regulation of new digital and multiple play services in order to create a competitive environment for business development and consumer protection.

The specific objectives of the project are enhancing the capacities of telecom and media regulators:
- for their tracking of communications markets developments,
- for the implementation of the EU regulatory framework for electronic communications and for audiovisual media services,
- for performing different types of content regulation in the fields of electronic communications and broadcasting, and
- for building an efficient consumer protection system.

Position: Key expert 1 - Team Leader / Capacity Building and Training
Duration of the assignment: min 285 work days over 18 months

Requirements
Qualifications and skills:
- At least University levelĀ  degree in law, or electronic communications or media or economics
- Fluency in English, both written and spoken

General professional experience:
- At least 10 years of relevant professional experience, in telecommunications/ media as of the award of diploma

Specific professional experience:
- At least 7 years experience with the telecommunication regulatory institution or media supervising institution or media self regulatory body, or experience with the regulatory issues within a telecommunication or media operator
- Proven previous project management experience
- Proven experience in consumer protection, or media concentration issues would be an advantage
- Proven experience in training delivery would be considered as an advantage

Position: Key expert 2 - Senior Expert for Legal/Regulatory Matters in Media
Duration of the assignment: min 190 work days over 18 months

Requirements
Qualifications and skills:
- At least University level degreeĀ  in Law or/and business administration and/or journalism and communications
- Fluency in English, both written and spoken

General professional experience:
- At least 7 years of general professional experience in media as of the award of diploma

Specific professional experience:
- At least 5 years experience in the fields of broadcasting or media regulation, self regulatory body, or regulatory department of a media operator
- Proven experience in the EU legal framework on media
- Proven experience in training delivery would be considered as an advantage

Position: Key expert 3 - Senior Expert for Legal/Regulatory Matters in Telecommunications
Duration of the assignment: min 190 work days over 18 months

- At least University level degree in Law or/and business administration

- At least 7 years of professional experience in telecomunications since the award of diploma

Specific professional experience:
