TA Programme for the Palestinian Civil Police (PCP) in the Occupied Palestinian Territories

Expertise in organisational development and police investigative skills toward a modern civilian police organisation and safer communities

Human Dynamics led a consortium to deliver targeted training to the Palestinian Civil Police, which assisted them in deepening their skills and capacities to serve their communities. The project strengthened the institutional and organisational capacity of the PCP, in compliance with the aid effectiveness agenda and in partnership with CSDP mission, EUPOL COPPS and other providers of technical assistance.

The overall purpose of the project was to transform the PCP into a modern civilian police organisation: operationally excellent and fully compliant with international human rights standards. In other words, the project had major elements of both capacity enhancement and change management, with specific elements to improve the monitoring and evaluation of performance and capacity building, and to build the PCP's ability to increase its own skills independently — i.e. on a sustainable basis.
