The purpose of this project contract is to provide technical assistance for the implementation of the Water Supply and Sanitation Sector Reform Programme Phase III (WSSSRPIII). This programme is part of a wider EU-supported WASH programme. It addresses the issue of water sector governance, poor access to safe water supply and basic sanitation services in three Nigerian States — Adamawa, Ekiti and Plateau. It focuses on improving water governance — water policies, laws, institutional framework and capacity — and improving access to safe and sustainable water and adequate sanitation through better developed service delivery in each of these states. Human Dynamics, as a consortium leader, has been engaged to deliver the small towns/urban areas part of WSSSRPIII (with UNICEF responsible for rural areas). WSSSRPIII includes five main groups of activities:
(1) facilitation of the water and sanitation sector reform process;
(2) implementation of programme activities in small towns and urban areas;
(3) improvements to information processing and monitoring;
(4) improving project management capabilities; and
(5) increasing coordination in the sector.
The implementation of WSSSRPIII adopts a “lessons learnt” approach and building upon synergies with related projects (e.g. WSSSRP II and NDSP-WS) in order to facilitate the promotion of a programmatic approach for the water and sanitation sector in Nigeria. While the participating States are at different stages in implementing the on-going reform process, the project team are working to ensure cross-state information and experience sharing. To enhance coordination between rural/urban/small town developments, the team works closely with UNICEF.
