The LOGICA project in Ukraine takes first steps towards achieving its objectives

The HD-led “EU for Stronger Public Finance System of Local Governments” project had its first Steering Committee Meeting in Kiev on July 19th, where our team met with the major stakeholders for the project and high-level officials from the beneficiaries.

The HD-led “EU for Stronger Public Finance System of Local Governments” project had its first Steering Committee Meeting in Kiev on July 19th, where our team met with the major stakeholders for the project and high-level officials from the beneficiaries. 


The main objective of HD’s LOGICA project are related to building of a capable, efficient, transparent and accountable local finance management system. Our experts are working with the Ukraine government to attain the sustainable economic and development goals, in line with the government’s commitment under the EU-Ukraine Association Agreement. The LOGICA project, along with the FINREG and FINSTAR projects, are driving force of EU’s technical assistance to reform and align Ukraine’s financial, banking and non-banking sectors, as well as Public Finance  sector with highest international and EU standards. 


‘’Our major inputs are related to supporting Ukraine to strengthen the public finance management systems at local and regional government levels. This is highly important for the country and its citizens to make the leap forward for the implementation of Ukraine's Public Finance Management Strategy of 2017-2020. At the steering committee, we were able to define with the stakeholders our approach for the key areas, the project aims to achieve -  Improving local governments’ budgeting and accounting processes,  development of a comprehensive information and analytical system for the planning and implementation of local budgets’’, said Ivelina Dilovska who manages the project for Human Dynamics. 


The meeting was attended by Deputy Minister Serhiy Marchenko and by officials from the Ministry of Finance, as well as from the partner institutions like State Audit Service of Ukraine, Accounting Chamber, Association of Ukrainian Cities, Association of Amalgated Territorial Communities, Lviv Regional State Administration – which is one of our pilots.


The EU Delegation in Ukraine was presented by Mr. Martin Klaucke, Head of Operations Section 1 "Good Governance and Democratization” and Ms. Alexandra Janovskaia, First Secretary, Policy officer (Economic Reforms-PFM-Revenue Mobilization) as well as by other officials. 


Our experts on field are deployed and dedicated to make local governments more aware and efficient on supervision of local debt management, financial control and external audit at the local level and to provide respective knowledge and training to cover the needs of the Ministry of Finance in capacity building activities.
