The Forum took place on 10-11 November 2008 at the Raiffeisen Zentral Bank in Vienna, under the topic "Investment Possibilities from the Adriatic to the Black Sea and the Caspian Region: Take the Real Chance." Secretary General Ambassador Dr Kirtcheva extended the motto of the Vienna Economic Forum with: “Go South East – Go Ahead”.
The Forum included 500 participants from over 37 countries: senior public officials, leading economists, financial experts and practitioners, including high ranking representatives from OPEC, the Energy Community Secretariat and the United Nations Industrial Development Organization.
In his Opening Speech, Former Vice Chancellor Dr Erhard Busek, President of the Vienna Economic Forum, noted the growing importance of the South-East European region and the necessity of regional cooperation.

Mr Hulla was a member of the Panel on the “Financing of Investments, Assistance from the EU and International Finance Institutions.”
Fellow panellists included the Ministers of Finance from Bosnia and Herzegovina, Macedonia and Kosovo.
